Josiah Kalala - Managing Partner
Josiah is a Zambian lawyer with more than a decade of experience in governance, human rights, constitutional law, and public policy. He is admitted to the Zambian Bar and has built a career dedicated to advancing justice, accountability, and democratic governance both in Zambia and across the region.
Josiah holds a Master’s degree in Governance and Devolution from Cardiff University in the United Kingdom and is a Chevening Alumnus. He also studied Human Rights and Law at American University as a Hubert Humphrey Fellow, and is a Shaping Futures Academy Alumnus with the Institute for Sustainable Development in Germany.
As Managing Partner at COF Chambers and Executive Director at Chapter One Foundation, Josiah combines practical legal expertise with a deep commitment to public interest work. His leadership reflects a belief that the law should be both a shield and a tool, protecting rights while enabling social progress. Known for his critical, detailed, and thoughtful approach as well as a collaborative spirit, he continues to contribute to policy reform, constitutional advocacy, and the strengthening of governance systems in Africa.

Mwamba Yurita Ngoma - Senior Advocate
Mwamba is a Zambian lawyer and Advocate of the Supreme Court with years of experience in human rights, governance, and public interest law. She has built a career dedicated to promoting equality, justice, and accountability, with a particular focus on advancing the rights of women and marginalised communities.
Mwamba holds an LL.B from the University of Zambia and has undertaken specialised training in human rights advocacy, governance, and leadership. Her work spans litigation, civic education, and institutional strengthening, reflecting her belief in the transformative power of the law to protect and empower. She is a member of the Initiative for Strategic Litigation in Africa feminist litigation cohort where she uses her position and skills to further advance women’s rights and gender equality.
A passionate human rights advocate, Mwamba has represented individuals and civil society organisations in landmark constitutional and human rights cases and continues to mentor young lawyers and human rights defenders. Known for her empathy, diligence, and integrity, she is committed to building a more just and accountable society through her legal work and public engagement.

Mulenga Victoria Chilufya - Advocate
Mulenga Victoria Chilufya is an Advocate of the High Court and holds an LL.B from the University of Zambia. She has over three years of practice experience in litigation and human rights. As an ardent advocate for women’s rights, Mulenga is a network lawyer in the third cohort of the Feminist Litigation Network of the Initiative for Strategic Litigation in Africa (ISLA).
Before joining COF Chambers, she worked in private practice acquiring unique proficiency in conveyancing, probate and corporate advisory. She later worked as a part-time tutor in Legal Writing at the University of Zambia.
Mulenga is a conscientious professional competent in legal research. She possesses an instinctive sense for nuanced legal issues. Her strong legal writing skills complement her ability to synthesise legal concepts. Dedicated to strategic litigation and her belief that the law is a tool for social transformation, Mulenga is driven to advance human rights through jurisprudence and policy. She also advocates for transparency, constitutionalism and good governance, through her work.

Henry Mulenga - Advocate
Henry Mulenga is a Zambian lawyer and Advocate of the High Court with experience in civil rights litigation, criminal defence, and public interest law. He holds an LL.B from the University of Zambia and is admitted to the Zambian Bar. Before joining Chapter One Foundation as an Advocate, Henry worked with two law firms where he developed a broad practice foundation in both criminal and civil litigation.
He has received specialised training in Legal Writing and Analysis, Human Rights and Public Interest Litigation, Human Rights Monitoring and Reporting, Trial Monitoring, and Legislative Drafting. A Cool Czechia Alumnus, Henry brings a thoughtful and analytical approach to his work, combining technical legal skill with a strong sense of justice and empathy.
Passionate about advancing human rights and strengthening the rule of law, Henry is deeply committed to ensuring that the law serves as a tool for protection and empowerment. He continues to build his expertise through advocacy, litigation, and continuous learning, driven by a belief in fairness, accountability, and access to justice for all.

Ndindase Chirwa - Legal Officer
Ndindase Chirwa is a Zambian lawyer and legal officer with experience in human rights and public interest law. She holds an LL.B from the University of Zambia and is currently enrolled at the Zambia Institute of Advanced Legal Studies for the Legal Practitioners’ Qualifying Examination. She has gained practical experience in research, advocacy, and strategic litigation.
Her work includes corporate advisory, digital rights, privacy, land, constitutional, and gender law. Ndindase is recognised for her analytical ability and attention to detail, which she applies in legal research, case preparation, and policy advocacy. She also writes on issues promoting transparency and accountability, reflecting her commitment to a fair and rights-respecting legal system.
Beyond her legal practice, Ndindase is passionate about community engagement and youth empowerment. She volunteers with various community initiatives and clubs in Zambia. Dedicated and forward-looking, she continues to build a career grounded in justice, integrity, and public service.

Isaac Mundia - Head of Finance
Isaac Mundia is a seasoned finance and administration professional with over 15 years of managerial experience in financial management and organisational administration. His expertise spans budgeting, accounting, financial reporting, human resources, and procurement, and he has strengthened financial governance and operational efficiency across both corporate and non-profit institutions.
He holds the Fellow designation from the Chartered Institute of Management Accountants (CIMA) and the Chartered Global Management Accountant (CGMA), and is an Associate Member of the Zambia Institute of Chartered Accountants (ZiCA). Isaac is recognised for his reliability, productivity, and commitment to excellence, consistently delivering high-quality results even under pressure.
He has also provided strategic leadership within civil society, serving as Board Chairperson for the Centre for Trade Policy and Development and as Treasurer of SafAIDS Zambia. In these roles, he has promoted financial integrity, transparency, and social justice in advancing human rights and development.

Hlezipi Mapalo Mulenga - Office Manager
Hlezipi Mapalo Mulenga has over eight years of experience in the nonprofit and business sectors. She holds a Bachelor’s degree in Business Administration and a Master of Science in Project Management from Copperbelt University. She is also a Cool Czechia Alumnus, bringing both practical expertise and a strong academic foundation to her work in project oversight and organisational management.
Hlezipi has led multi-year projects and national-level initiatives, ensuring they are delivered efficiently and aligned with organisational goals. She is known for her excellent organisational skills, strategic approach, and meticulous attention to detail, which have been instrumental in achieving impactful outcomes and enhancing the reach of programmes.
In addition to project management, Hlezipi has contributed to capacity-building efforts, training human rights defenders and equipping them with the knowledge and tools needed to advocate effectively. Her dedication, professionalism, and commitment to supporting both staff and communities continue to strengthen the firm’s mission and advance human rights and social impact across Zambia.

Beene Mulambo - Accountants Assistant
Beene has extensive experience in financial management and organisational administration. She holds a Technician Certificate and a Diploma in Accountancy from the Zambia Institute of Chartered Accountants and is currently studying for her Chartered Accountancy qualification. She has also completed certifications in Monitoring and Evaluation, Movable Asset-Based Lending, and Project Management.
Beene’s career spans experience in both the business and NGO sectors, where she gained expertise in budgeting, bookkeeping, payroll, statutory reporting, account reconciliation, audit preparation, and fixed asset management. Her work demonstrates meticulous attention to detail, financial discipline, and strong organisational skills, ensuring that accounts and administrative functions are maintained accurately and efficiently.
Known for her reliability, adaptability, and commitment to excellence, Beene has contributed to successful compliance audits and improved financial processes across the organisations she has served. Her dedication to strengthening financial management continues to enhance the mission and operations of the firm.

Susan Kateka - Front Desk & Administration Officer
Susan Kateka is an experienced administration professional with a diverse background spanning education, non-profit work, and organisational support roles. Trained as a teacher and currently pursuing studies in Public Administration, Susan brings a strong combination of discipline, empathy, and organisation to her role.
As the Front Desk and Administration Officer at COF Chambers, she supports the firm’s operations by being the face you will see when you walk throug our doors and through effective coordination of office management, logistics, and administrative systems. Her experience across sectors has equipped her with a deep understanding of organisational processes, and client service.
